NCC 2025 changes the way below-ground waterproofing needs to be considered on Class 2-9 projects.
The key shift sits inside F1P1 and the new defined term “water”. That definition now captures sub-surface water, surface water seepage and rising damp, which means below-ground waterproofing is no longer a grey-area construction detail. It is part of the compliance conversation.
For builders, designers and certifiers, the practical issue is simple: there is no generic Deemed-to-Satisfy pathway for new-build below-ground waterproofing. The solution needs to be justified.
