What did the Victorian research examine?

The Building and Plumbing Commission research focused on water leakage in residential apartment concrete balconies. It drew on a literature review, 131 practitioner survey responses, 36 interviews and stakeholder workshops. These findings are not a defect rate for every Victorian balcony or commercial building.

The research found that balcony construction often relies heavily on the waterproofing membrane as the primary protection against water ingress. It recommends considering how the concrete slab and other balcony components work together across the building’s life.

Why can a balcony leak be difficult to diagnose?

Water may become visible on a ceiling, wall or façade some distance from where it entered. A balcony investigation therefore needs to look beyond the stained area.

• Are drains clear and able to perform as intended?

• What condition are the membrane and its junctions in?

• How are door thresholds, penetrations and parapets detailed?

• Is water moving through the slab, a joint or another building interface?

• Have earlier repairs changed the original construction?

Build a record

Investigate the whole assembly

The surface, drainage, slab, thresholds, junctions and adjoining elements may all be relevant. Identify plausible water pathways and select testing that can distinguish between them.

Define the remedial scope from the findings

A useful scope explains the affected area, preparation, required details, construction interfaces, inspection points and how completed work will be checked. It gives builders a clearer basis for pricing and delivery.

Verify the outcome

Inspection and appropriate testing during or after the works can establish whether specified details were completed. Choose a verification method for the actual system and defect.

Where does maintenance fit?

The balcony research identifies post-construction maintenance, including keeping drainage outlets clear of debris and blockages. Maintenance can reduce avoidable exposure, but it does not replace investigation after water ingress occurs.
